Rita Borzillo
Topic: Bylaws by PALI Solicitor who will answer questions you may have
Biography: Rita has been practicing law since 1979. She is licensed in the Commonwealth of Pennsylvania and licensed to practice before the Third Circuit and The United States Supreme Court. She has taught International Business Law at Trinity Western University in Vancouver, B.C., Wilmington University, Eastern University and also in Shangai, China. She has represented a multi-national corporation for over fifteen years. She is currently the Chair of the Center for Business at Chestnut Hill College where she teaches law, as well as business and senior seminar, human resources and sports law.
Additionally, she has worked with the Connelly Foundation in implementing a mentor program for college students with students on Our Mother of Consolation School. While the school burned down in 2023, the students are currently housed in Chestnut Hill College until their school is rebuilt. She has received several awards recognizing her for her dedication to the advancement of learning for students. Her commitment to the highest ethical standards and commitment to research provides our membership with the best legal advice. Rita lives in Chester County, Pennsylvania.

Learn practical tips, real-world examples, and how old-school footwork can uncover what digital searches miss.
Biography: With a distinguished career spanning over 30 years, Marc Bourne is a nationally recognized, award-winning private investigator. He has been featured as a subject matter expert and thought leader in national media outlets including ABC News, Fusion, and Fox. He is known for his expertise in background investigations, missing persons, and uncovering hard-to-find public records. Marc’s strategic insight has made him a trusted advisor to corporate and private clients and a sought-after speaker at conferences across the country. Marc is a full member of The Vidocq Society, where he serves as Chair of the Public Information and Affairs Committee. He is also a founding member of the Professional Background Screening Association (PBSA), where he currently chairs the Background Screening Credentialing Council. Tom Brennan
Topic: The Ellen Greenberg Murder Investigation & The Digital Forensics Used
Retired Detective Tom Brennan worked over a decade to assist the family of murder victim, 27-year-old Ellen Rae Greenberg, a first grade teacher, who died after sustaining over 20 stab wounds in Philadelphia on January 26, 2011. Incredulously, her death was initially ruled a suicide.
As Brennan sifted through photographs of Ellen's body taken by the medical examiner's representative at the scene, he made several observations. For example, although the body was slumped in a sitting position, a horizontal line of dried blood could be seen on her face. You will learn how this dedicated detective used his experience and digital forensics to get answers, and who received additional assistance by two prominent members of PALI.
Biography: Tom retired from the Pennsylvania State Police after 25 years where he headed up the Criminal Investigations Unit, was employed by the FBI Behavioral Science Unit at the Academy in Quantico as a Major Case Analyst, and was selected to become the Director of the Criminal Investigation Division for the Dauphin County District Attorney's Office.
A Founding Member of the Pennsylvania Homicide Investigators Association, he was inducted into the International Police Hall of Fame, a Special Member of the Vidocq Society and a United States Marine Corps. Veteran. He has conducted over eight hundred homicide investigations.
Bill Everman

Biography: Bill has been working in the private investigative field since 1988. His principal area of practice is civil litigation, in which he has investigated everything from dog bites to wrongful deaths; he also conducts criminal defense and insurance investigations. He is a past president and chairman of the board of the Pennsylvania Association of Licensed Investigators, and the recipient of the 2022 James A. Carino Investigator of the Year award.
Eileen Law, VSM, CMPE
Topic: Choosing A Data Broker ~ Who Offers The Most Bang For Your Buck
For forty years, Detective Eileen Law thought she had used ever data broker known to man. When a speaker had to drop out of speaking at our conference, she remembered the one question & suggestion given by members over the years: “which data broker(s) do you use & why?” After speaking with colleagues all over the country, she felt led to do her due diligence, talk with the data brokers in the US, find out what they offer & why we should use them. She was surprised to learn of the myriad of data brokers, some whom she never heard of. This presentation will help guide you on what is offered, the strings attached & the cost inherent in using them.
Biography: Eileen is a subject matter expert specializing in finding kidnapped children, missing persons, biological families & human trafficking investigations for 40 years with a 98% success rate. She attended the Pennsylvania State University, the Philadelphia Police Academy, the Dickinson Law School’s Deputy Sheriff’s Academy, the Supreme Court of Pennsylvania’s Minor Judiciary College, & Lieutenant with the Chester County Sheriff’s Office.
Founder of CIA Detective Agency, she was the first female President of PALI now Chairman of the Board, was chosen as their first “Investigator of the Year” & named “Top Professional Investigator of the Year” in the country by PI Magazine in 2024. She is a member of The Vidocq Society, Intellenet, & on the Board of Directors of the Chester County Chiefs of Police Association. She is a published author & a Licensed Captain with the U.S. Coast Guard.

Biography: Jeff has more than thirty years’ experience in the investigative and security profession. He is a licensed professional investigator in both New Jersey and Pennsylvania and received his
Bachelor of Arts in Criminal Justice from West Chester University. He is a Board Certified Criminal Defense Investigator and Board Accredited Investigator. While specializing in criminal defense / homicide investigations, he also conducts personal injury, inadequate security, and civil investigations.
He is a former New Jersey 911 operator as well as a New Jersey State Certified Firefighter and Emergence Medical Technician. He is Act 235 certified; Lethal Weapons Training, TIPS® Certified Trainer and NJ SORA Instructor. Michele Stuart

Biography: Bringing forth more than three decades of investigative expertise, Ms. Stuart boasts a commendable twenty-six-year track record as the proprietor of her own investigative firm. She is a recognized authority in diverse investigative realms, spanning OSINT, counterintelligence, insurance fraud investigations, financial inquiries, threat assessments, due diligence, organized retail crime, corporate and competitive intelligence.
Ms. Stuart actively engages in consulting and training activities, catering to a broad clientele that includes federal, state, and local law enforcement agencies, military intelligence communities, Fortune 500 companies, and players in the financial and insurance sectors. Her primary focus lies in open-source intelligence, social media analysis, and the formulation of threat assessments and mitigation strategies.
