John Dale Hartman
Biography: John Dale Hartman is a Licensed Private Investigator in the Commonwealth of Pennsylvania and a retired Chief of Police of the Southwest Regional Police Department, where he also served on the founding panel responsible for the department’s creation. His law enforcement career includes service as a detective and as a team leader within both a multi-jurisdictional special response unit and a river patrol unit. As Chief of Police, he established the department’s Special Investigations Unit, which focused on child predator investigations and undercover narcotics
operations.
Mr. Hartman has served on advisory committees for both governmental and non-governmental organizations responsible for developing curriculum and lesson plans for use by local, national, and international police agencies in combating human trafficking. He is also the Chief Executive Officer of a software development company currently designing investigative platforms for use by law enforcement agencies and corporate security departments, with particular emphasis on undercover digital investigations, including human trafficking–related offenses.
He is a featured columnist and contributor to PI Magazine and holds professional memberships in ASIS International, the International Intelligence Network (Intellenet), and the Pennsylvania Association of Licensed Investigators (PALI).
Mr. Hartman holds a Master’s Degree in Public Policy and Management from the University of Pittsburgh’s Graduate School of Public and International Affairs. His capstone research focused on the regionalization of police departments in Pennsylvania, a subject on which he has provided instruction to elected officials through the Local Government Academy, served as a panelist for the Allegheny League of Municipalities Spring Conference (2024), and consulted with local governments. He also holds a Bachelor of Arts in Administration of Justice from the University of Pittsburgh and an Associate of Applied Science in Cybersecurity from Westmoreland County Community College.
A published author and recognized expert witness, Mr. Hartman is an experienced municipal consultant and educator. He has taught at the university, college, community college, and police academy levels and has delivered training and presentations to corporate and nonprofit organizations. His curriculum development experience includes programs for Pennsylvania’s Municipal Police Officer’s Academy, the Court Constable Program, the Sheriff’s Training Program, and the Penn State University training seminar series for private police and private security professionals. Mr. Hartman was likewise employed by Penn State University as part of a tactical police cadre to provide Rapid Deployment Response to Police Officers in the Commonwealth as well as military and federal law enforcement officers.
He is currently completing a book entitled Good Cop: The Police Work That Derailed a Monster, which chronicles his role in the investigation and capture of a child murderer.

Biography: Jeffrey Stein, LPI, BAI, CII, CCDI, V.S.M., is a seasoned expert with over 39 years of experience in private investigations, security consulting, and loss prevention. As Executive Director of Intellenet, a global network of 600+ investigators, he speaks frequently on criminal defense investigations and security best practices. Stein's real-world experience and engaging style make him a sought-after speaker at conferences and seminars.
